European nations continue to dominate global environmental performance, according to the latest Environmental Performance Index (EPI) released by Yale University, while many of the world’s largest economies are struggling to make sufficient progress in tackling climate change. The biennial assessment highlights notable improvements in reducing pollution and protecting ecosystems but warns that global efforts to curb greenhouse gas emissions remain far below the levels required to meet international climate goals.
The 2026 edition of the Environmental Performance Index ranks 177 countries based on 47 environmental indicators covering climate change mitigation, air and water quality, biodiversity conservation, ecosystem vitality, sustainable agriculture, fisheries, forest management, sanitation, and pollution control.
Estonia retained its position as the world’s best-performing country, reflecting sustained progress in reducing greenhouse gas emissions and strengthening ecosystem protection. Luxembourg secured the second position, while the United Kingdom climbed to third place from fifth in the previous assessment. European countries overwhelmingly dominated the top 20 rankings, with Japan being the only non-European nation among the leading performers, ranking 16th globally.
Australia ranked 25th, while the United States slipped to 27th, reflecting continued challenges in reducing emissions at the pace required to achieve net-zero targets by mid-century. At the lower end of the rankings, Laos occupied the last position, with India and Bangladesh also placed among the bottom three countries.
The report indicates that many countries have made measurable progress in addressing traditional environmental challenges such as unsafe drinking water, air pollution, acid rain, and sanitation. Investments in cleaner technologies, stricter pollution standards, and improved public health measures have contributed to significant improvements in environmental quality across several regions.
However, climate change continues to emerge as the weakest area of global environmental performance. The index concludes that only a limited number of countries are currently on track to meet their net-zero emission commitments. Despite growing scientific evidence of accelerating climate impacts, many governments continue to face difficulties in implementing sufficiently ambitious climate policies.
The findings come amid increasing concerns over intensifying heatwaves, prolonged droughts, severe storms, and other extreme weather events affecting multiple regions across the globe. Scientists have warned that global temperatures are likely to breach critical international thresholds within the coming years, increasing the frequency and severity of climate-related disasters.
Although the index relies primarily on environmental data up to 2024, it reflects broader trends in national climate performance over recent years. The report notes that greenhouse gas emissions in the United States had been declining but not rapidly enough to meet long-term climate commitments. Changes in federal climate policy in recent years are expected to further influence future assessments.
China, currently the world’s largest emitter of greenhouse gases, showed moderate improvement in the rankings, moving to 129th position. The report credits the country with substantial expansion of renewable energy infrastructure and significant reductions in urban air pollution through the closure or relocation of heavily polluting coal-fired power plants near major cities.
Nevertheless, China’s continued dependence on coal remains a major concern, with more than half of its electricity generation still relying on the fossil fuel. The country also received comparatively low scores for marine conservation, biodiversity protection, and ecosystem stewardship.
India’s environmental performance remained a significant area of concern in the assessment. The report identified extensive tree cover loss, high pesticide pollution risks, and weak marine conservation measures as key factors contributing to its low ranking. Rapid industrialization, urban expansion, and increasing environmental pressures continue to pose major challenges despite ongoing renewable energy expansion and various conservation initiatives.
The United Kingdom’s improved ranking was attributed to progress in reducing greenhouse gas emissions, improving both indoor and outdoor air quality, and strengthening biodiversity conservation across terrestrial and marine ecosystems. However, the report also highlighted continuing environmental concerns, including ongoing tree cover loss, bottom trawling in marine ecosystems, and intensive fertilizer use in agriculture.
One of the notable trends identified in the assessment is Europe’s sustained leadership in environmental governance. Long-term investments in climate policies, renewable energy deployment, emissions reduction, and ecosystem restoration have enabled many European countries to maintain consistently high environmental standards. Although progress has slowed in some areas, decades of policy implementation continue to deliver measurable environmental benefits.
The report also points to disparities between wealthier and lower-income nations. Higher-income countries generally perform better because they possess greater financial capacity to invest in sanitation infrastructure, pollution control technologies, renewable energy, and environmental monitoring systems. In contrast, many developing nations continue to face financial and institutional constraints that limit their ability to improve environmental outcomes.
Researchers also acknowledge that global rankings do not fully account for pollution generated through outsourced manufacturing and international supply chains. Many developed economies have shifted large portions of industrial production and waste processing to developing countries, effectively relocating a significant share of their environmental footprint beyond national borders.
Despite these challenges, the report suggests that affordable climate solutions continue to expand. Declining costs of solar and wind energy have enabled many countries to accelerate renewable energy deployment, offering cost-effective pathways for reducing emissions. However, sectors such as aviation, heavy industry, and long-distance transportation remain heavily dependent on fossil fuels, making further emissions reductions increasingly difficult.
The Environmental Performance Index concludes that transparent international benchmarking continues to encourage governments to strengthen environmental policies and compete with regional peers. As climate risks intensify and environmental challenges become increasingly interconnected, the report underscores the importance of sustained political commitment, long-term investment, and international cooperation to achieve global sustainability objectives and meet future climate targets.
